Overview This article explains how approved partner organizations can submit job referrals to Workforce Connection of Central New Mexico (WCCNM). It covers who can refer, what information you’ll need, how to complete the Referral Request Form, and what to expect after you submit.

Who Can Submit Referrals

  • Approved partner agencies with an active agreement or MOU with WCCNM (e.g., education and training providers, community-based organizations, Adult Education, Vocational Rehabilitation, SNAP E&T, TANF, reentry partners, veteran-serving organizations).
  • Each referral should be submitted by a designated staff member with partner access.

Before You Start: What You’ll Need

  • Partner and contact info: organization name, program, your name, phone, and email.
  • Job seeker details:
    • Full name
    • Preferred contact method and contact information
    • City/county of residence
    • Work authorization status (yes/no)
    • Veteran status (optional)
    • Barriers to employment (optional, high-level only; do not include medical details)
    • Resume (PDF preferred)
  • Job opportunity details:
    • Employer name (if known) or job posting title
    • Job ID number (if available)
    • Work location (city or remote)
    • Wage range or rate (if known)
    • Start timeline/urgency and schedule (FT/PT/seasonal)
  • Services requested:
    • Job referral and interview coordination
    • Career services (resume, interview prep, job search assistance)
    • Training or upskilling
    • Supportive services screening (e.g., transportation, tools, work attire) where applicable
  • Consent:
    • Confirmation that the job seeker has given written or verbal consent to share their information with WCCNM and, if applicable, with the employer.
  • Attachments (optional but recommended): resume, job posting, release/consent form, relevant certificates.

Accessing the Referral Request Form

  • If your organization has Partner Portal access: log in and select “Submit Referral” or “New Referral.”
  • If you use a secure web form: open the secure Referral Request Form link provided by WCCNM.
  • If you do not have access: contact Partner Support to request access or a secure submission link.

How to Submit a Referral (Step-by-Step)

  1. Start a new referral
  • Choose “Job Referral” as the referral type.
  • If the referral is for training-only services, choose the appropriate category.
  1. Enter partner and contact information
  • Provide your organization and program name, your name, phone, and email.
  • Indicate the best way and time to reach you for follow-up.
  1. Enter job seeker information
  • Name, phone, email, city/county, and preferred contact method.
  • Optional demographics fields may be included for reporting; complete only as applicable.
  • Do not include full SSN or sensitive medical details. If a system requires SSN for matching, use last four digits only.
  1. Verify consent
  • Check the consent box and indicate the date and method (signed form or verbal authorization).
  • If your agency has its own signed release, upload it. If the job seeker is a minor, ensure guardian consent is on file.
  1. Add job details
  • Employer name, job title, and Job ID (if available).
  • Worksite location, schedule, wage range, and any special requirements (license, certification, background, drug screen).
  • Indicate whether the job seeker has been screened for minimum qualifications.
  1. Select services requested
  • Choose all that apply (e.g., direct referral to employer, interview coordination, resume/coach support, training or supportive services screening).
  • Note any deadlines (application close date) or priority flags.
  1. Upload attachments
  • Resume (PDF preferred, no photos of documents).
  • Job posting or link.
  • Consent or release forms, certificates, or relevant credentials.
  1. Review and submit
  • Confirm all fields are accurate.
  • Submit the referral. Do not submit duplicate referrals for the same job and job seeker; instead, update the existing referral if needed.
  1. Confirmation
  • You will receive an on-screen confirmation and/or an email with a referral ID.
  • Save the confirmation for your records.

After You Submit: What to Expect

  • Triage and assignment: WCCNM staff review referrals and assign them to a career specialist.
  • Timeline: Most referrals are reviewed within 2 business days. Time-sensitive postings may be expedited.
  • Status updates:
    • Received
    • In Review
    • Referred to Employer
    • Interview Scheduled
    • Placed
    • Closed (Not a Match/Withdrew/Unable to Contact)
  • Communication:
    • You’ll be contacted if more information is needed.
    • You may receive status updates by email or via the portal, depending on your access.
  • Additional documentation:
    • If WIOA eligibility or co-enrollment is appropriate, WCCNM will guide the job seeker through next steps. Partners are not required to determine eligibility.

How to Update, Withdraw, or Add Information

  • To update a referral: reply to the confirmation email with the referral ID or update via the Partner Portal.
  • To withdraw a referral: contact Partner Support with the referral ID and reason (e.g., job filled, job seeker unavailable).
  • To add documents: use the secure upload link or portal document upload.

Best Practices for Strong Referrals

  • Confirm job seeker interest and availability before referring.
  • Match to the job’s minimum qualifications and highlight relevant skills in notes.
  • Include Job ID and employer contact when available.
  • Attach a clean, current resume and any certifications.
  • Note any accommodations or scheduling constraints (at a high level).
  • For multiple opportunities, submit one referral per job posting to keep tracking clear.

Data Privacy and Security

  • Do not include full Social Security Numbers, medical records, or protected health information.
  • Use only secure links or the Partner Portal for attachments.
  • Share only what is necessary to support the referral.
  • If sending any sensitive info at WCCNM’s request, use the provided secure transfer method.
